II.  SYNOPSIS OF THE WEATHER SITUATION :
     THE SUBTROPICAL RIDGE IS BRINGING GENERALLY FINE WEATHER
     TO SOUTHEASTERN CHINA. AT 11 P.M., TROPICAL STORM MIRINAE
     WAS CENTRED NEAR 20.1 DEGREES NORTH, 106.6 DEGREES EAST.
     IT IS FORECAST TO MOVE WEST-NORTHWEST AT ABOUT 8 KNOTS
     TOWARDS THE NORTHERN PART OF VIETNAM.
