Mr S.T. Chan Appointed Consultant to ICAO
Mr. S.T. Chan joined the Hong Kong Observatory as a scientific officer in 1992. He is currently responsible for the research and development of products for the windshear and turbulence alerting service of the Hong Kong International Airport. In August 2004, the International Civil Aviation Organization (ICAO) appointed Mr. Chan as a consultant to develop a manual on quality management systems in the area of aviation meteorological services. The appointment followed ICAO's introduction in 2001 as recommended practices for ICAO Contracting States to establish ISO 9000-compliant quality management systems for the provision of aviation meteorological services. The manual, to be published jointly by ICAO and the World Meteorological Organization (WMO), will assist the Contracting States in the design, development and implementation of the quality management system of their own.

The Observatory is among the first batch of meteorological authorities in the world certified to ISO 9001:2000 in the provision of aviation meteorological services. Before accepting the appointment, Mr. Chan had been serving as the internal auditor of the Observatory's quality management system since its implementation in 2002. The ICAO appointment is the first of its kind in the Observatory and it reflects the international recognition of the Observatory's achievements in its aviation meteorological services over the years. "I am indeed honored to have this opportunity to contribute to the worldwide effort towards the provision of quality services for aviation", Mr. Chan said.

The drafting of the manual has now been completed. The manual will be published for use by the Contracting States after incorporating comments from WMO.

The Observatory was awarded the ISO 9001:2000 certification for its weather services for international air navigation in 2002.
