"Cool Met Stuff" : Why is Rainfall Measured in Millimetres?

Rain water is a liquid. Isn't measuring rainfall just calculating its capacity? The latest episode of "Cool Met Stuff" will explain why the unit for measuring rainfall is millimetres instead of millilitres.
