To strengthen meteorological co-operation and exchanges between the Hong Kong Observatory and the Ministry of Water Resources and Meteorology (MOWRAM) of Cambodia, Dr Chan Pak-wai, the Director of the Hong Kong Observatory, and Dr Oeurng Chantha, Under Secretary of State of MOWRAM, signed a Memorandum of Understanding on meteorological co-operation on 9 September 2025. Miss Diane Wong Shuk-han, Under Secretary for Environment and Ecology of the HKSAR Government , witnessed the signing ceremony.

During the ceremony, Dr Chan Pak-wai said the Memorandum of Understanding will strengthen co-operation in meteorological technology between the two parties and contribute the United Nations' "Early Warnings for All" initiative. Dr Oeurng Chantha said that with more meteorological co-operation, such as data exchange and capacity building activities to be organised by the Hong Kong Observatory's Meteorological Training Centre for Belt and Road Countries, the collaboration between the two parties will yield fruitful results.
