Strong Wind Signal, No. 3

Tropical Cyclone Warning Bulletin

Here is the latest Tropical Cyclone Warning Bulletin issued
by the Hong Kong Observatory.

The Strong Wind Signal, No. 3 is in force.

This means that winds with mean speeds of 41 to 62
kilometres per hour are expected.

Typhoon Ragasa has weakened into a severe tropical storm.

At 2 a.m., Ragasa was estimated to be about 450 kilometres
west-southwest of Hong Kong (near 21.5 degrees north 109.9
degrees east) and is forecast to move west at about 22
kilometres per hour across western Guangdong, towards the
coast of Guangxi and weaken gradually.

Ragasa continues to move further away from Hong Kong and
weaken gradually. However, strong winds are still prevailing
over many places of the territory, with occasional gale
force winds in offshore areas and on high ground. The Strong
Wind Signal, No. 3 will remain in force at least until 7
a.m. this morning.

Under the influence of the outer rainbands of Ragasa, there
will be occasional squally showers and thunderstorms today
locally. Showers will be heavy at first. Seas will be rough
with swells. Members of the public are advised to stay away
from the shoreline and not engage in water sports.

In the past hour, the maximum sustained winds recorded at
Cheung Chau, Tap Mun and Waglan Island were 64, 62 and 51
kilometres per hour with maximum gusts exceeding 72, 75 and
62 kilometres per hour respectively.

(Precautionary Announcements with No. 3 Signal)

1. Strong winds are still blowing. You should not relax
taking precautions. Beware of falling objects in winds. Do
not touch electric cables that have been blown loose.

2. Tropical cyclone brought different degrees of damages to
Hong Kong. There may be hidden danger. Members of the public
should remain on the alert for assurance of personal safety.

3. It is not yet safe for small vessels to leave typhoon
shelters.

4. Flights at Hong Kong International Airport may be
affected by the weather. Please contact your airline for the
latest flight information before departing for the airport.

5. Listen to radio, watch TV or browse the Hong Kong
Observatory's website and mobile app for the latest
information on the tropical cyclone.

Landslip Warning

Landslip Special Announcement issued by the Hong Kong
Observatory at 9:15 a.m. on 24 September 2025:

The Hong Kong Observatory has issued the Landslip Warning.
Keep away from steep slopes or retaining walls.

Motorists should avoid driving in hilly areas or on roads
with landslip warning signs.

Cancel non-essential appointments, stay at home or remain in
a safe shelter.

If you see signs of landslip danger, keep away from the area
and report to the Police.

Temporary shelters provided by District Offices are now
open. If you receive a notice to evacuate because of
landslip danger, or believe that your home is endangered,
you should make immediate arrangements to move to a safe
shelter.

Thunderstorm Warning

Thunderstorm Warning was issued at 1:15 a.m. on 25 Sep 2025.
It will be valid until 3:00 a.m. today. Squally
thunderstorms are expected to occur over Lantau, New
Territories West. Members of the public are advised to take
the following precautions when thunderstorms occur:

1. Seek safe shelter if you are staying outdoors.

2. Leave the water. Do not swim outdoors or engage in other
outdoor water sports.

3. Do not stand on high grounds. Keep away from highly
conductive objects, trees or masts.
